Nachal Quest question ...plz someone reply ^^

Ok so i have the Ghost of Dazzlement quest or watever its called...anyways i had it in my list of quests...then i see its not there anymore. btw it was to gain the nachal accessory ... then i see in storage this item which looks like a toenail and it says ..Decroded Nachal ornament on it...and its not an alchemy item because it says Quantity 1 ...and nothing else below it...so i went back to the priest and it only gives me the quest back... i was wondering whats going on.. and what in the world is this Nachal Ornament...

if u werent in such a rush and just skipped over the quest info u wouldve read that u need to turn in the accessory within 15 minutes of u finding it.
