When I am lvl20, I can do that quest, but can I still do it when I'm lvl21 or higher?
Without doing it at lvl20?

Indeed, you can repeat the quest as many times as needed. Although, you need to remember to renew the quest at the potion maker in town each time after turning it in. Good Luck in your endeavors.
