question about the delevel quest

if you are talking about Curst Hearts, then yes i believe they still have it

i think it's level 20 but now really sure.

the quest becomes available at level 20 and can be started at any level between 20 and the current cap [80+]. The quest is located at the Potion Merchant NPC at each town. Have fun
