Fortress war question

Well heres a question i was wondering if anyone could answer seeing that i've asked a lot of people, If a guild in your union as control of the fortress do you still need to pay 5m every time to fight in it?

dont know for sure but the gold taken in from taxe should more than cover the cost to be in next war
