ok need some str/ice/bow questions

ok im lvl nine and have 420 sp and think i am ready to move onto 10 and add my skill my question is do i add 5 to ice 1 to bow mastery? And also when do i add more points to my mastery after that?

Take ice and bow both to 5. Get 1st skill in both and set them as quick keys. Single click a target out of range (just 1 click to target NOT double click to attack). Hit the quick key for anti-devil. Once you stop running and start drawing back the bow THEN hit the quick key for ice. This maximizes the amount of imbue time.
