I could tell you if I knew the highest effect value for freeze/frostbite at 80 cap (or 90 cap). Say for example it is 200. Then deduct 80 % because you have max reduction on accessories. Then all you need is at least 40 effect reduction on fire shield series.
I'm sure at least 30 lvls of fire suffice for 80 cap, dnt know how high the effect value will be for 90 cap.

in simple words.. at a high lvl try to get the 3rd or 4th book of fire sheild.. lets say effect is 60-70 (not sure) then just add ice immunity to the rest of your acc.

If your fireshield is maxed (Emperor lvl1: 78 reduce), it has 78% reduce. This means you need 22% ice immunity total on your jewels to be immune.
+1.
I wonder if fire shield will ever get to 100%?
No, it won't, already with lvl80 skills the fireshield maxes at lvl68.
But there is a cleric buff which works as a fireshield which can go higher then 100
