stone of focus question

My sos glavie has a (+0%) on attack rating, so i decided to use some stone of focus to fix that.
I have used 5 stone of focus so far. 2 times, the alchemy failed.
3 times, it worked, but the thing about this is that although
it worked, the 3 times the attack rating remained at (+0%) 0_0

I always receive the message "attack rating has been changed 117>>>117" (i dont remember the exact words)

I am no alchemy-master, so if somebody can tell me what Im doing wrong, maybe is some easy thing about alchemy that Im not considering.

No... you didn't do anything... it's all like that...

When you successfully changed the attribute of your items doesn't mean that it will necessary goes up... it can be up, can be down or stay the same. Nothing wrong with that.... maybe you can give a few more tries?

two more successful attemps and still changed to the same (+0%)
there is something amiss :S
i am not expecting a change to (+80 %) on the first try, but at least a change to +2% of something, just a change.
maybe is a bug. definitely doesn´t work.
