i want ot change the siz of my emblem from 24x24 to 16x16.

does anyone know any good programs i can download\

Search for "The Gimp" on the search engine of your choice. It's free and for that it has a lot to offer.

just use paint :]

drag ur mouse over image and click on attributes, then put in 16x16 :]
