"The requested order cannot be carried out"

I ran across this problem when I tried to use a return scroll, then later on it happened again when I tried to teleport to Jangan from Donwhang.

I have a lvl 21 char (Aidelvice) and I remember with my other char (lvl 41) I never had this problem teleporting or anything.. Is this a bug? Or am I doing something wrong?

I tried searching for this same problem but never found anything, if this is a repeat thread then please point me to the correct thread for this issue.

You have a quest that does not allow you to teleport. One of those delivery quests.
