How does one become a thief in SRO Europe? In their an NPC to visit and if so, who?

there is a lady across the street from general sognheyoen (or w/e i can never spell his name) she is a building in an alley. and u talk to her she will teleport u to the thief twon

P.S dont be a thief before level 30, hunteres will pwn u and ppl doing 2* trades are usually high level merchants
