Problem with useing teleport scroll`s

Hello all

In some reaseon everytime that i try to use teleport scroll or to teleport to outer city i get a message that the opretion cant be complete or somthing like that ???

I really dont understund why i have problem with useing teleport and it start to be very annoying.

I be glad if somone can help me with that problem.

you might have quest that you need to take back that stops you from using any kind off teleport the only thing you can use is a horse
