NPC not giving quest?

I just turned level 15, and I need the bandit bowman quest. However Chulsna won't give it to me. Is there any for for this?

Does the person have a yellow scroll on top of there head?
Are you at the right npc? Maybe you have to be level 16? I really don't know.

I wouldn't worry about it to much, just keep playing.

I have had the "show people my ring quest" glitch. It wouldn't let me turn the quest in.

No, there's no scroll on him. And I'm pretty sure I'm supposed to have the quest now because when I leveled up the quest thing told me so.

i remember there was a certain quest around ur lvl that for me the scroll didnt end up coming till like 3 lvls later >_<

some quest are link, meaning you have to complete a previous quest in order to get a different one, not sure if this is your situation
