Bow Crytical

Hey i got a question my bow is 9 Crytical (70%)
and i was talking to my friend 70% Crytical does the mean
7 Out of 10 Shoot Will be crytical?(i don't do the much crytical)
i do a lot of crytical when i use my Anti-devil
but can someone explain me how the crytical works here?

9 crit would mean 9/100.
The reason you crit more with your anti-devil bow is because it has a critical increase (I think, I'm not a bower

), how much this increase is will increase the chance of you getting a critical. So if the increase of 35 the chance of you getting a critical would be 35+9=44
