1) 0 gap means you keep your mastery the same level of your character. Ex. if you are at lvl. 16 this means that your highest mastery (skill stree) is also at lvl. 16
2)with 0 gap you get the most exp. thus leveling up faster, farmers use gap to get more SP but level up slower

You will do both at different stages of the game.

A 0 gap gets you the most EXP per kill, and the least SP per kill.
A 9 gap gets you the least EXP per kill and the most SP per kill.

If you are finding yourself SP starved, meaning you dont have enough sp for the skills you want, then you should open your gap so you dont level as fast, but gain more sp, allowing you to catch up on your skills.

When you see you have enough SP, you can 0 gap to get the most EXP and level faster until you are SP starved again. Its always good to anticipate when you will need to farm and plan ahead for it (getting a good weapon to farm with, leaving the skills in the tree 9 levels below the level you want to farm at and just raising the mastery level, so you can level fast to where you want to farm, then easily delevel the mastery level so you have a 9 gap)
