And I still don't understeand how to attack other player...somebody tells me that I must be lv. 20 to attack other player,but sometings wrong 
how a person which is only lv. 17 can attack me

You may be wearing a cape, if you are then anyone else who is wearing a cape is free to attack you (unless its the same cape as someone else, except prodigy capes) This is a PvP (player vs. player), now you have to be lvl20 and over to fight someone in a job, this is also PvP, and attacking someone when your not jobbed or caped is PK'ing someone, dont try it
Oh to attack (PK style), Alt + Click, (remember to not attack an allied job! ^^)
In cape or job PvP's, a potential opponent will have a sword icon, no need for Alt + Click, just click
