Question about inactive guild...

Question about inactive guild...
Ok the guild leader of the guild I'm in was banned. He got on another character and said he was gonna quit and I could have guild if I wanted. So basically it is a lvl 2 guild but I still want it.
How long do I have to wait till I can do the vote for leader.. I heard 1 month and then i also heard 40 days??
Is that the only way to do it? And can someone tell me what goes down when you vote for guild leader. Does it ask everyone on? Does a certain number of people have to be on?

(Just because the guild leader botted didn't mean i did i just had joined the guild 2 days before and didn't even know the guy, I'm only lvl 31 btw)

it's 45 days until your guildies can vote a new guild leader. yes it's a long time, if the guild is generally inactive then i'd just start a new guild because in the mean time you can't do anything. however if your guild is really active, then you can save up the gp and lvl up to lvl4 (if you have enough donations) immediately after you become the new leader.
of course you'll still have to be voted to be the new leader...

Oops my bad, did you mean that the leader was banned and there's no leader and, as the guild is inactive no votes have been made? hehe i didn't understood that part.
