I heard somewhere that the NPC weapons have the best luck for alchemy is that true?

no- its just some weapons have easier times getting +s than others

some can go +3 easily, others can barely get to +2

I don't think someone tested it so no1 can give you a good answer.
All the NPC stats are 0% so it costs a good buck to make it good.
