What level are NPC thiefs?

Hi Everyone!

Hope we all get SoX weapons today! Here's my question:

Are NPC thiefs a specific level or do they vary based on "star level" of caravan they are attacking or level of trader they are attacking or ... ?

They vary according the character level of the trader, and the Star level of your trade. A 1 star trade will usually produce thieves that are green and white while 5 star trades will usually produce thieves that are orange and red to you.
