Can't teleport to theive town or use reutrn scroll?

Can't teleport to theive town or use reutrn scroll?

I'm lvl 20 but everytime I try it says can not perform requested action its frustrating any ideas how to fix?

It means you have a quest that requires you to run somewhere. Just finish the quest and you can teleport again.
