Union Mark Regestration help

Well i bought scroll and made my unionmark 16x16 bmp file and put it in silkroad folder beside my guildmark file and it says i didnt follow right format or size

But i believe i did follow right format and size, only thing is No guilds in union

just left old union today so do i 'Have' to have another guild in my union before emblem is regesterd or is it something else? thank you very much

I believe you have to be the leader of a union to get the Union Emblem. You also have to have a lvl 5 guild.
