What's the difference between the levels of frost nova?

No don't level it up unless you're already fully farmed.
Get the first level if you want to.

you can get book 2 level 1 with just book 1 level 1 it can't hurt. I say do it. It's a nice emergency getaway to pot skill when grinding.

So just grab level 1 of each book if I have spare SP?

well, you need max book 1 for lvl 1 book 3, but you can take lvl 1 book 1 and lvl 1 book 2 =)
