lvl 15 (item sex change scroll) quest not appearing

I just turned 15 and i go the message that i can pick this quest up at janagan blacksmith. When i go to him i don't see a golden scroll above his head, nor do i see the "start to converse" option. Am i missing something? do i need to do a certain quest for it to appear?

either restart sro....or talk to another npc then come back...something this happen
