Sp farming at 16

Everyone says the best time to farm is at level 16 with a 9 gap.

Does this mean LVL 16 with level 7 mastery or starting at 16 and leaving your mastery there i.e. lvl 25 with LVL 16 mastery?

I am new so please do not flame....

"Gap" Means the difference in level between your level and your highest level. So when they say farming at level 16, they mean what they say, farming at 16^^

So 16-9 = 7, so there masteries are at level 7^^

you level up to level 7 put add your masteries, and then continue to level up to lv 16 where you will be owning the shit out of bandits with a neat sos bow.

yea lvl 7 masteries and dont go int bow, it doesnt make sense
