If not then does anyone know a good place to get lvl3 wind?? (lvl 0-24 ish)

I'm pretty sure it's completely random,otherwise the whole alchemy would would become useless.since everyone would be grinding the same Mob over and over.

And there are more then enough topics to be found about any type of question,just use the search function.

It isn't compeltely random, x monster drops items 1 2 and 3, item 1 has element a b c and d, 2 has e f g h, 3 has i j k l.
In other words, each monster drops certain alchemy items which get disjointed for certain elements.
There is a table on sro.mmosite.com and on the guides section of srf which shows what drops what, although it hasn't been updated for the monsters released in the level 80 cap.
