Mag Attack and reinforce power on bow

I want to get the magic attack power and the magic reinforce power up,
What do i use to do that?
And im not 100% sure of what the 0% mean next to it. :banghead:

Ruby tab of Philosophy resets the mag attack and adds a new value.

Not sure about the reinforce.

Yeah, you will 3d Philosophy stones. As for the mag reinforce you will need 3d Spirit stones. Just be careful though, as any assimilation could lead to another stat being lowered, so to keep the risk of this low, try and use 10%(or even 5%(can only be attained from destroying weapons I think)) stones only.
