It is a level 20 quest obtained from the potion guy in any town.
You collect 10 cursed hearts from mobs, which allows you to make 1 skill reallocation potion. The potion allows you to delevel your skills and masteries at the cost of in-game gold.
You can only delevel the overall mastery of there are no skills present for that level.
