Can ruby stones remove the +'s from an item?

Can ruby stones remove the +'s from an item?

I was pretty sure stones had no infulence over the +'s on an item, but a guildmate says it can remove them.

Short answer = NO

The only thing that can remove the + from an item is the failure of an elixir. The Ruby stones can, however, change anything else.
