Level restriction or quest requirement on specialty trader

I have a buddy who did a trade, bought some goods and tried to sell them at the specialty trader in Takla. He got some error message about a quest. Is there a level requirement to sell there or is it the quest that he needs to do from the specialty NPC? He is under 60.

There is a quest that he must do in order to use that specialty goods trader(it is also probably only available after a certain level). He has to be wearing the job suit and it's recommended if he isn't trading at the same time because it requires some killing and some running around.

The speciality goods quests have all different lvl requirements. The Bandit den has 20, Black Robber den 30 and Niya remains 60.

this.. i remember i had to drop my trade finish the quest and sell it xD
