How to make an union with another guild?

I feel the answer to this question is too obvious because i have not found any answer on the google yet. But please:
- where and how do I make an union?
- what are the prerequisites of both guild? What level must they be? One of the actual guilds is level 5, the other is level 1. Is that sufficient? Must they both be level 5 to apear on the list of guilds when I press "U"? TIA

Main guild has to be lvl 5, the guild(s) you wish to recruit to your union must be lvl 2. or higher, you create the guild the same way you would see other guilds in your union, invite the other guilds master via this way.
