is it true? i heard somewhere that if the party's average level is lower than the mob's level you get a bonus.
-is it only for party mobs you gain this bonus? Or general/champ/giant normal mobs too?

Average party level only matters when facing party mobs.
The formula is:
(Sum levels of party members) / (number of party members)
If the average party level is below the level of mobs, you will get great experience.
Otherwise, it will be normal (which is pretty bad).
Thats why you shouldnt party on mobs that are below your level, I remember having
parties who accepted only capped players at wing tribes during 90 cap, and I couldnt
describe to them that they are doing it wrong, and when I'd invite lv.1 player to
party (which were common there, the goldcollectors), everyone disagreed.
Thats what happens when you are playing in PUG-s.
