how to start a Guild war on another Guild???

i am new to this Guild thing......

i always get other guild want to start a guild war on me.....

but i don't know how to start a guild war on other guild

do i need to highlight(shift click) someone who is in a guild and then do something else??

or i can't do it until my guild is lvl 2???

It will become available on the guildmenu once the guild hits lvl2.
