When you get a Seal Of Star Item it is automatically +5 Levels, Seal Of Moon is +10 and Seal of Sun is +15. They're "rare" items and Seal of Sun is the rarest. I dont really understand your last question but i think your asking for a price but i would say for a level 29 chest i typically around a few hundred thousand like 300-400k.

This is true but the reason that SoX (SoS/M/Sun) is better than regular +ed gear is because it's easier to + (Lvl 16+0 SoS glove has the same defense as a lvl 16+5 normal glove but +1 on the SoS is easier than +6 on the normal glove). And the base reinforces are higher. Reinforce only increases by lvl (so lvl 16/18/21 glove) and not by the + of an item. That's why sun gear is wanted. Because of the major increase of reinforce.
