Kay so I have searched but got mixed answers.
I'm powerfarming a noob at ongs and I'm kinda worried about it getting banned (some people have said they got banned for getting powerleveled) so, I guess I'm going to buy silk as I do believe that at least reduces the chance of getting banned.
So my question is:

If I get banned on my noob, then do a chargeback with paypal, do ALL characters that I charged silk for on that paypal account get banned?

I'm find with not being able to charge silk anymore, just really don't want to lose my main character.

Only the char you chargebacked silk on gets banned (unless you got more chars on the same account ofcourse). Also your paypal account will be blocked from purchasing any more silk, even on other accounts.

Yet they still do it. My (RL) friend had 3 account.
I was helping farm them at ongs, Bot free and all.

use and all 3 where banned in one inspection..

yes its true that the whole account gets banned on which you chargebacked, but they do not block your paypal account from buying silk
