You can farm anytime you want
Powerfarming is when someone is killing mobs for you , that are 11 levels above you (They dont have to be exactly 11 levels , but 11 levels is recommended (everything above 7 and below 15 levels is okay too)
People usually do powerfarming at Ongs, because they have MASSIVE spawn rate ...
