30 pacheon

I asked this in a S/S build thread, but no one answered me, so I came here!!!

What IF I wanted to take 30 Pacheon instead of Fire cuz I'm tired of fire and 30 is not a big difference anywhere, so I wanted to try something different.

I was thinking about Attack Rating.
I would get the passive, and I'm not sure if could also get the first hawk if I equip a bow and then switch to back s/s , would the +33 (I think it's 33) of extra attack rating of both Hawk (16) and passive (17) help a little bit????
