warlock question

i am lvl 45 warlock cleric i want to know if lvl of other players make them resist debuff i tried to use every skill on alvl 69 cleric without holy word but nothing worked is it because of charity? and another question at lvl 90 dual axe protection and holy word resist 110% is that right and if it is how can warlock use his skills.

The higher lvl you are the more resist you are against low lvl debuffs. And if you have to fight a cleric or someone that is cleric subbed, you're farked.
