On a weapon, it helps calculating the phy/mag dmg you do with that weapon (+ skill(s))
On a gear item, it helps calculating the total amount of defense that particular piece of gear gives.

Your magical/physical attack power (as seen on your character screen) are calculated as INT*mag_reinf+mag_att_weapon and STR*phy_reinf+phy_att_weapon.
