The requirements:

1) Be lazy
2) Have a high lvl char/high lvl friend
3) OR have a bunch of gold

1) Be lazy - To lazy to level your own character
2) Have a high lvl char/high lvl friend - That will power level you/yourself for free
3) OR have a bunch of gold - Buy a powerlevel (taxi) usually found in the party matching, or know someone who does it

Look the truth is you can't get power leveled until you have at least 1 character at cap on your account. You better hurry up and grind or you won't be able to get power leveled.

There's no real reqs for being powerleveled, it usually will cost you lots of gold (usually 100k+ per hour) but it will be a LOT faster than leveling. The downside is most powerlevelers are bots, there's a lot of scamming and it's pretty damn lame. All you need to do is join the party, get close to the powerleveler and go afk =\

I think he maybe asking what lvl mobs he should be geting plvled if so then 11 lvls higher then you would be the best i believe.
