Its the special goods timer. When you buy special goods and close the shop you can't buy more goods for 10 minutes...

Yes, I gained that 'buff' for the first time today. ^^
But bargain goods trade is insane. I did one star but every minut 3 or 4 thiefs spawned. xD Tha was why my horse died and my goods were on the ground lol.

*Comes* Omg i'm really fed up with the unbalanced amount of thiefs / hunters on Tibet.
And indeed, special bargain goods give you a double amount of spawn thiefs. 5Stars are really raping that way.
