blue parry question

what does it do? the blue parry stat I mean.

I ask because I looked at my parry (my character parry with gear on) and it was 261 (example) I took off my chest with 23 ;white; parry only so my character parry goes down to 238 ( 261 - 23 = 238 ).

so then I put my chest back on, take OFF my boots with 24 ;white; parry and with 'blue' parry 30% increase (+71%), and my character parry is 237 ( 261 - 24 = 237 ) it did not take into account the 30% increase (+71%) blue parry stat.

so hopefully now my question is more clear.

what is the blue parry stat there for?

The "30% increase" was ALREADY applied to the value on the gear.

For example, let's say that the original value on the gear was 20, then a 30% increase would result in a final value of 26 on the actual gear.
