Changing Location

Well, one of my guildies is spending the summer in Bejing. Start button will not appear, nor will any of the other data that normally shows. (Such as inspection on ________ Server completed) How does she fix this? Does it matter that its Chinese IP?

I am pretty sure its because of the IP

If you are talking about iSRO, then definitely yes. Chinese IPs are blocked:
