In a party, the difference in level can be no more than 5 levels and there is a maximum of 8 members.

No, it means in a party, there may only be level difference of maximum of 10 between two members.
If there are 20, 25, 30, 20, 25, 30 lvl members in one party then the average level would be 25, so no other char can join party which is either lower then 20, or higher then 30, 25 being the average lvl of the party, +5 or -5
If ur 30 and u formed a party, then a lvl 24 cant join it, but a 25 can, or a lvl 36 cant join it but a 35 lvl guy can

I really didn't understand that - but we use a level 20 in our 85-87 mob party to balance out the average and it works.

simple, u cant be 19 if anerage lvl of pt is 25. Average lvl within a 10 lvl limit.
If a 25 lvl char has formed pt, a lvl 19 or lvl 31 cant join it hehe

You can theoretically end up with a level 90 in a party with level 1 players and keep that party running for days. It's enough that the party leader stays connected 24/7 for that.
A guild is able to make a party with 8 players of whatever level like that, you just keep the party up and keep the desired players in the party
