It happens on CTF, one time i got a lvl 25 noob in my party, which was with players lvl 79-90.
Other time someone took the quest with the birds, that you have to kill and they were spowning in the event....
CTF can always be bugged, so...nothing new really....

Yup all old. At least you CTF aint bugged with no mobs at all
