why does 7d npc gear have more parry than 9d ?

D7 has higher base parry but a lot less max parry, the diff between 0 and 100% parry on D7 is 1-2 parry
On the other side, D8 and D9 have a low base parry, but REALLY high max parry, 1 parry is about 5/6% on D8/D9 stuff

still, that is pretty messed, 6d base is the same as 9d base....

Old news, same goes for attack rating,
it reaches its top at 8th degree and thereafter goes down.
