What happends if i do a chargeback of me account (me powerfarm nub) wil me other account be banned either then it buys silks on same paypal account

if you chargeback you get banned for 100 yrs, iam not sure if u can use the same paypal account or no?

No, only that power-farmed noob account will be banned, your other account will be safe as long as there are no chargebacks on that. But unfortunately, your paypal account will be blocked from making purchases.

He meant his own question I guess.
Norain, I think you had to mail paypal that it was a mistake or sumthing like that, then they will get the money back for ya.
