Return Scroll Doesn't Work

Return Scroll Doesn't Work
It won't let me use return scrolls or the city portal, all I can do is teleport to the entrances in Constantinople. Any suggestions?

You sure you're not on any quest? Some quest requires you to walk to other cities.

Does any blue text pop up when you try to teleport? Should tell you why you can't.

Maybe you have to capture something, or you're over lvl 20

He is under level 20 if he can use that portals. And return scrolls would work even if he was level 150.
Wolfram, you just got some delivery or capture quest, nothing more. Check your quest "log" for any delivery/capture quests.

set your return scroll to w.e city.
for example: theres a portal at samarkand, set recall point there. then whenever u use return scroll u land therer
