You just wrote that Weapon will start at lv.76 , and then you put NPC hands at lv.78 ...
Weapon Lv. = Hands Lv. ...
So for the first tier it will be
76. Weapon and Arms
77. Shoulders
78. Boots
79. Helm
80. Legs
81. Chest ...
