Step1: Talk to Jangan Islam merchant ISHYAK
Step2: Talk to Hotan Stable merchant SALIHAP
Step3: Return to BAEKSONG
PS:He only gives 5 players quest one day

I go talk to him but no quest why?
I've been trying for 1 week now everyday but still no quest

Just keep trying. I didn't get it till 68 lol.

I did it on lvl 62. It says that he only gives the quest 5 people a day. So just wait like half an hour (so that it's another ingame day) and try again.
