Possible lag problem

Hi, Everyone
I got up this morning played a little silkroad no problem saw most of the servers are populated. Wen't to school when i was all done saw the mass ban list but the website was loading really really slow if i could get it to load at all.
Eventually got it to load and checked it out. Moved on through my day to come and got in my car went over to my other school. Come to the end of the day i usually get on say hi to friends on sro to find a lot of moving lag. (Hey it's a school no worrys). Get home to find out its the exact same moving lag is horrible if i can move at all. Not seeing many people out there getting this so let me know if you are so i can figure out whats wrong.
My estimation is my ISP and my school ISP go through the same routing point to korea. Something is bogged up as everything else loads fine i also run servers for other games.
Just asking if anyone is getting any latency.
