NB and Fly have Cruor working on theirs and he is a coding god, he may be able to do it.

From what I've seen the only thing Cruor really has done is be good at .pk2. He might know a few languages and stuff but seriously only a coding savant would be able to get a PServer running alone out of SROEmu. Personally, I don't expect anyone except for the SROEmu team to actually get anywhere with it. Not only does Cruor probably not know how the whole thing has panned out so far he also doesn't have all the algorithms for the basic SRO stuff either. There are to many things for him to do and he probably won't make a server if he is by himself and he most likely will never figure out the exact algorithms of official SRO servers.

Here just to show you how hard it might be. Calculate how damage works. Parry Ratio, Hit Ratio, Physical Defense, Magical Defense, Physical Damage, Magical Damage and actual Skill damage are things to be calculated. Also, since you have to calculate all these things you also have to calculate how Str and Int effects those specific things. There is probably more but I don't have the time to directly concentrate on this right now.(Summary - To figure out 1 calculation you also have to find the calculations for almost everything else in the game)

They also have to host the servers which isn't the cheapest thing to do...

Let me just sum this whole thing up. No one outside of the SROEmu team or a whole other team will ever make a working unofficial server without getting all the info from Joymax themselves.

I did kind of make it sound that way.

Rephrase: Cruor is working on the Avalon private server and he is a coding god so he may be able to get it to work.

Some ppl got together and are working on getting a good one up and running, still a ways to go, but it's getting there I think.
